In November 2005, the RI Board opened China for the extension of Rotary. Ambassador Christopher Bo Bramsen was appointed by the RI President to take up the function as RI Special Representative to China in order to coordinate this process and to provide the continuity necessary for building stronger and direct relations with the Chinese government.

Special Representative Christopher has been requested to liaise with Chinese government officials to pursue official registration of Rotary clubs in China and address other governmental issues as needed.

Furthermore, SR Bramsen has also been asked to provide guidance to the Rotary clubs in China, similar to the role of a district governor, and report on this work directly to the RI president. In order to pursue this goal, the Special Representative has put together a Rotary China Team, that deals with the various functions of Rotary clubs, including public relations, finance, RI projects, Rotary Foundation programs. Extension and membership development, as well as the training of club leaders in the PRC in association with District 3450.

The Special Representative will also assist the General Secretary of Rotary International in the coordination of the many ongoing Rotary projects in China.

This new organizational framework is in place from 15 February 2006.
