The Special Representative for China



The China Leadership Team assists the RI President's Special Representative for China in providing guidance to the Rotary clubs in China. This Leadership Team is chaired by the Special Representative and consists of a number of committees that are responsible for the coordination of the usual Rotary functions handled at a district level. They provide guidance to the Rotary clubs in the PRC and can ask other Rotarians to serve in their committee.

The Special Representative appointed through June 2011 is Mr. Yan-Kee Cheng, Past District Governor from Rotary District 3450 (encompassing Hong Kong, Macau and Mongolia).

PDG Y.K. Cheng is a civil and structural engineer by profession, specializing in building structures and project management. He has his own practice which has offices in Hong Kong and in Tianjin, China.

He is based in Hong Kong, and has served in many Hong Kong Government committees in the areas of corruption prevention, higher education, public housing, town planning and youth affairs. He is an overseas Director of the Soong Ching Ling Foundation headquartered in Beijing, China.

Y.K. has been a Rotarian since 1983. He is a member of the Rotary Club of Hong Kong Island East. He was Club President in 1990-91, and District Governor of RI District 3450 (Hong Kong & Macau) in 1996-97. He spearheads the District’s effort to immunize 1 million children in China over 10 years against Hepatitis B, a project substantially funded by The Rotary Foundation in the form of matching grant and 3-H Grant .

He was a Training Leader at the 1998 & 1999 International Assembly. He was Training Leader at 7 Rotary Institutes, and he was twice Training Team Leader. He has served in RI Committees relating to Interact, membership, China extension, and Southeast Asia extension.

He is a recipient of the RI Service Above Self Award, and the Rotary Foundation Citation for Meritorious Service and Distinguished Service Award.
